What does Scale charges mean?

Road fuel scale charges are a method of accounting for VAT on road fuel bought by a business for cars that have an element of private use via a payment to HMRC (the scale charge). If a business uses the road fuel scale charges it does not need to restrict VAT recovery for private use, but may need to restrict VAT recovery if it is partly exempt.  The scale charges are published by HMRC based on engine carbon dioxide emissions. Alternative methods to road fuel scale charges are keeping detailed mileage records or not recovering any VAT on fuel for cars. Whichever method is used, it must be used across the entire car fleet rather than selectively on a car by car basis.
