The court may only make a care order or supervision order1 if it is satisfied:
(1)ÌýÌýÌýÌý that the child2 concerned is suffering3, or is likely to suffer4, significant harm5; and
(2)ÌýÌýÌýÌý that the harm, or likelihood of harm, is attributable to:
(a)ÌýÌýÌýÌý the care given to the child, or likely to be given to them if the order were not made, not being what it would
